On September 12th, 2023, Ha Long University held a ceremony to welcome volunteers from the Japan International Cooperation Agency (JICA) – Ms. Nagayasu Natsuko and Ms. Miyake Akiho – who will be working from 2023 to 2025.

On July 29, 2023, at the Conference Center of Quang Ninh, the University of Ha Long solemnly held a commencement for students graduating in July 2023.
At noon on May 9, 2023, Mr. Takebe Tsutomu – Special Advisor of the Japan-Vietnam Friendship Parliamentary Alliance, delegate of the Japanese Embassy in Vietnam and TOA Research Institute – Japan Public Fund had a visit and worked at Ha Long University campus 1 (Uong Bi City, Quang Ninh province). At the meeting, the delegates discussed with the representative of the University Board establishing the Center for Japanese Language and Culture and cooperating in organizing the Hokkaido Festival in Ha Long.
